Labour Market Impact Assessment application (LMIA) is a document that might be required by a Canadian employer to hire a foreign worker, stating that there is no Canadian resident or worker eligible to fulfil the job, hence a foreign worker is needed to fill the vacancy.

After the LMIA is raised, a foreign worker can apply for a work permit based on the LMIA vacancy. The worker would need a job offer, a contract, and a copy of the LMIA along with the LMIA number to apply and get a closed work permit.

Under this category, a qualified employee of a multinational company can transfer to Canada.

There are certain International Mobility Program streams under which a foreign national can apply for a work permit without requiring LMIA. Some of the most common LMIA-exempt streams are:

  • Significant Benefit
  • Reciprocal Employment
  • Charitable and Religious workers

Under a temporary public policy for Hongkong residents, a recent graduate from Hongkong may be eligible for 3 years of open work permit in Canada.
